Carmen Cotto-Rivera

Carmen Cotto-Rivera brings more than two decades of experience in real estate, construction management, and project administration to her role as Paralegal at Bergmann Law, LLC. A licensed New Jersey Broker and Pennsylvania Real Estate Salesperson, Carmen combines deep industry insight with strong transactional and technical expertise to support the firm’s real estate, business, and estate matters.

Before joining Bergmann Law, Carmen managed complex commercial and residential projects for leading construction and development firms including Torcon, Inc. and Pavarini Construction Co., where she oversaw document control, contract administration, and compliance across multimillion-dollar projects. She also served as Project Manager for the State of New Jersey’s Blue Acres Program—a $300 million Superstorm Sandy recovery initiative—coordinating with contractors, engineers, and government agencies to ensure timely and compliant project execution.

Carmen’s extensive real estate background includes over 15 years as a Broker-Salesperson representing buyers, sellers, and investors across New Jersey and Pennsylvania. Her hands-on experience negotiating contracts, with a specific focus on managing REO and short-sale transactions and guiding clients through due diligence and closing processes gives her a practical, results-driven perspective that enhances the firm’s client service and efficiency.

A graduate of Stevens Institute of Technology with a Bachelor of Engineering in Civil Engineering, Carmen is fluent in Spanish and proficient in Microsoft Office, Adobe, Bluebeam, Prolog, CMIC, and BIM 360. In her free time, Carmen is an avid pickleball player.
